Old Lyme Board of Selectmen
Regular Meeting Monday, August 2, 2004
The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, August 2, 2004 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present. First Selectman Griswold thanked all those who participated in the Mid-Summer Festival. The event and the fireworks were terrific.
Approval of Minutes: July 19, 2004
Selectman Sibley made a motion to approve the minutes as written.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
Communications:  
Major Kevin McMahon – US Flag from Iraq
The Board of Selectmen received an American flag and a certificate from Old Lyme resident Major Kevin McMahon who is serving in Iraq until February 2005.  The flag was flown above the 118th medical battalion area support on the 4th of July, 2004 in support of Operation Iraqi Freedom II.  The flag and certificate will be on display in town hall.
3.  Appointments:  
a.  Phyllis Shepard-Tambini (R) – Commission on Aging – 3 Year Term to Jan 05
Phyllis Shepard-Tambini was recommended to fill an opening on the Commission on Aging for a three-year term ending in January 2005. The opening was due to a resignation. Phyllis has resided in Old Lyme for many years and has served on the Republican Town Committee and the Lymes Senior Center Board.  Selectman Sibley made a motion to appoint Phyllis Shepard-Tambini to the Commission on Aging for a three-year term ending in January, 2005.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.  
Lyme Youth Service Bureau
First Selectman Griswold stated that the town has an ordinance that allows the Board of Selectmen to appoint a person to the LYSB Board.    Selectman Sibley stated that Town Atty. Marylin Clarke has information from LYSB Counsel Jack Collins who did the research with the State and found there is a provision for a variance for which the town can apply.  
4.  Old Business:
Lyme Street Reconstruction – Bid Opening on August 20, 2004
The town has received permission from the State of Connecticut to advertise the Lyme Street reconstruction project and the ad appeared in the paper on Monday, July 26, 2004. The ad stated that bidders can receive bid packages at the town hall and bids are to be received on August 20, 2004 at 10:00 A.M.  The work will not be accomplished before school opens.
Roche Property – Bid Opening on August 16, 2004
Bids for the Roche property on Lyme Street are due on August 16, 2004 at 2 P.M.
c.  Town Woods Park - Update
The construction schedule at the Town Woods Park has been pushed back a couple of weeks. The zoning clearances have been received to move forward with the foundation. Todd Machnik will be doing the site work for the building and Steve Hallahan will start construction of the building.  The Building Committee will make a decision in August as to whether there will be play on the field in the fall.
d.  Sound View Community Center – Loss of $350,000 Grant
The State of Connecticut has rescinded its grant of $350,000 for the Sound View Community Center.  When Gail Fuller of the Community Center Committee attended a Board of Finance meeting, she was informed that the town will not fund additional money at this time, and that before any funding request will be heard, the Community Center has to demonstrate that it can raise significant private money, approximately $70,000.  
Information Technology – Contract with Virtual Town Hall for Web Site
First Selectman Griswold reported that he and Selectwoman Reemsnyder have signed a contract with Virtual Town Hall and paid the first installment.  The user fee has been pro-rated for ten months.  Selectwoman Reemsnyder stated that the town hall employees should be using the website within six to eight weeks.  One more GIS proposal will be reviewed.  
Town Hall Facilities Committee – Engineering Contract
The Town Hall Facilities Committee contacted the Board of Finance and received approval to fund the engineering firm to do preparatory work totaling $4300. This will include a floor plan of the building that will enable the engineer to look at violations as a building and what is needed to be in compliance.  First Selectman Griswold sent back the approved contract.  The information will be given to Laura Champion who represents the firm that is working with the town on the general code review of the building.
Thomas Fox Bridge – Meeting with Sen. Ciotto
First Selectman Griswold and Rep. Marilyn Guiliano met with Sen. Ciotto to discuss the naming process of roads and bridges throughout the State of Connecticut.  The meeting was not to discuss the renaming of the Thomas Fox Bridge.  Sen. Ciotto indicated that the Fox family followed procedures.  There is a moratorium that was initiated by his Transportation Committee.  First Selectman Griswold suggested that before that moratorium expires, towns could be involved in the decision process. Sen. Ciotto will share the Old Lyme point of view with the Transportation Committee when it meets in January.  
New Business:
Hillhouse Property Homeowners Assoc. – Private Road Agreement
Jeff Flower had requested to speak with the Board of Selectmen about a private road situation off Tantummaheag Road.  Mr. Flower was absent from the tonight’s meeting. First Selectman Griswold has conferred with Planning, Zoning and Town Atty. Marylin Clarke, and it was decided not to vote on this matter tonight.  First Selectman Griswold would like a recommendation from the Land Use Dept.

Other Business:
First Selectman Griswold reminded residents that the Household Hazardous Waste Facility is operating and collections will take place on August 7, 2004 and August 21, 2004 in Essex at Exit 4 off Rte 9.
On September 18, 2004 there may be a consumer electronics collection day in Essex.  Televisions, microwaves, and computer equipment can be brought to the facility. Selectman Sibley thanked First Selectman Griswold and some of the town hall staff for cleaning out the Roche property and making it presentable for sale by the town.  Selectman Sibley inquired about the sidewalk project on Hall’s Road.  First Selectman Griswold stated it is coming along and should be started soon.
